- According to a 2000 UN report, "Estimates for Western Europe indicate that 'problem drug use' affects on average 4.5 persons per 1000 inhabitants age 15-64 (mean estimate of 15 countries). Estimates range from an average of 2-3 in Finland and Sweden and some other countries of continental Europe, including Germany and Austria, to levels of around 4 in France, 5 in Spain, and 6-7 in the UK, Switzerland, Italy and Luxembourg"
